Procurement of development viability training and bespoke support for Local Planning Authorities

The Planning Advisory Service (PAS) is seeking to appoint a suitably qualified development viability expert to design and deliver a modular online pilot training programme for local planning authorities in England. The programme will strengthen officers’ understanding of development viability and their confidence and capability in applying viability considerations in plan-making and decision-making. It will include high-quality reusable learning resources, a train-the-trainer approach, monitoring and evaluation, and optional bespoke viability support for council officers and elected members.
